Handling uncertainties in PtX start-up, operations, maintenance and incidents

Background

DBI and FORCE Technology, together with several partners, are working on the SafeOMI project: “Handling uncertainties in PtX start-up, operations, maintenance and incidents.” The project continues earlier MissionGreenFuels projects and now focuses on the next big challenge for Power-to-X (PtX): making sure that plants can run safely and efficiently once they are in operation.

SafeOMI looks at the differences between well-known safety practices in industries like oil and gas and the new safety requirements for PtX in Denmark and the EU. The goal is to make PtX plants safer, faster to implement, and less costly by reducing uncertainties about safety and compliance.

One of the main results of SafeOMI will be an online guideline. This will give clear advice on how to safely start, operate, maintain, and handle incidents at PtX plants. The guideline will also include knowledge about how to improve workforce skills and public acceptance, both of which are key for making PtX a trusted and successful technology.

By identifying risks, preparing contingency plans, and suggesting harmonised safety practices, SafeOMI will help build confidence in the industry. This will support investment decisions and strengthen Denmark’s position as a leader in safe and competitive PtX development.

Objectives

  • Develop Safety and Maintenance Guidelines: Create comprehensive safety and maintenance plans for PtX mixed installations, establishing a consistent framework with best practices from allied industries to ensure uniform safety standards.
  • Ensure Safety Through Testing and Standard Compliance: Identify and assess DK/EU testing facilities to support PtX safety, ensuring international compliance and providing insights for decision-makers.
  • Enhance Incident Preparedness: Develop contingency plans and scenario-based models to prepare for potential incidents and catastrophic scenarios in Danish PtX operations.
  • Enhance social acceptance and stakeholder engagement to exchange knowledge and fostering open dialogue between the public, authorities and industry, test communication methods, and assess societal readiness for PtX, using replicable indicators.

Expected results/impact

The SafeOMI project will deliver a practical online guideline for safe start-up, operation, maintenance, and incident handling at PtX plants. This guideline will include step-by-step advice, checklists, and best practices for both managers and workers. It will also cover training needs and methods for improving communication with local communities.

By providing this guideline, SafeOMI will reduce uncertainty for companies and authorities about how to safely run PtX facilities. This will help shorten approval processes, lower costs, and make it easier to invest in new plants. The project will also strengthen Danish companies by aligning local practices with European safety requirements, giving them a stronger position in international markets.

Beyond the industry, SafeOMI will create value for society. Clear safety procedures and open communication with citizens and local authorities will improve public acceptance of PtX. This will make it easier to integrate green fuel infrastructure into communities and support Denmark’s role as a leader in the green transition.
